Pa. House rejects GOP budget that had no new taxes

A Republican budget proposal was defeated Thursday in the Pennsylvania House of Representatives after about six hours of debate that gave no sign of an imminent compromise.

The 103-95 vote was not a surprise — Democrats control the chamber by five seats and two Republicans are serving in Iraq. The result suggested the Democrats’ own plan probably will pass when it is called up on Friday.

Shapiro meets with biotech industry

As state’s budget stalemate continues, lawmakers eye returning part of surplus

Brad Bumsted at the Pittsburgh Tribune-Review writes about the Pennsylvania General Assembly’s $200 million surplus:

Rep. Josh Shapiro, chairman of the Legislative Audit Commission, said an audit a year ago produced the $200 million figure.

Shapiro contends it all should be given back to the taxpayers. “I do not believe we should ask Pennsylvanians to pay more in broad-based taxes until we eliminate government waste and excess and the legislative surplus,” said Shapiro.

Shapiro Discusses Healthcare Reform With Mental Health Professionals

Continuing in his duties as a member of the White House Team of State Legislators for Health Reform, Rep. Josh Shapiro (D-Montgomery) met today with various mental health stakeholders in Pennsylvania. Among them was DPW Secretary Estelle Richman, who took time to join the discussion.

Rep. Shapiro said that in his initial talks with Health and Human Services Secretary Kathy Sebelius and other members of the administration, it became clear there is a desire to take states’ best practices regarding mental health and mental retardation (MH/MR) and apply it to the federal level.
